This document is not an official Terms of Use. We provide this document for easier reference purpose. If anything differs between the Japanese Terms of Use and this document, the Japanese one must be considered right and correct.

These Terms of Use (hereinafter referred to as "the Terms") establish the conditions for using the service provided on this website by the Japan Network Information Center (hereinafter referred to as "the Center"). All users (hereinafter referred to as "Users") shall use the service (hereinafter referred to as "the Service") in accordance with these Terms.

Article 1 (Application)

These Terms shall apply to all matters relating to the use of the Service between the Users and the Center.

Article 2 (Purpose)

The Service is provided for the following purposes, and Users shall use the Service with an understanding of these purposes.

1. For research and investigation regarding the Internet by the Center.
2. To visually observe the status of RPKI ROV implementation in Users' networks and to provide such reference information to the Users.

Article 3 (Prohibited Acts)

Users shall not engage in any of the following acts in connection with the use of the Service.

1. Acts that violate laws or public order and morals.
2. Acts related to criminal activity.
3. Acts that infringe copyrights, trademark rights, or other intellectual property rights contained in the Service.
4. Acts that destroy or disrupt the functions of the servers or networks of the Center, other Users, or any third party.
5. Commercial use of information obtained through the Service.
6. Acts that may interfere with the operation of the Center's services.
7. Unauthorized access or attempts thereof.
8. Collecting or storing personal information or similar data concerning other Users.
9. Using the Service for unlawful purposes.
10. Acts that cause disadvantage, damage, or discomfort to other Users or third parties.
11. Impersonating other Users.
12. Advertising, solicitation, or commercial activities on the Service without the Center's permission.
13. Acts aimed at meeting members of the opposite sex with whom one has no prior acquaintance.
14. Acts that directly or indirectly provide benefits to antisocial forces in relation to the Center's services.
15. Any other acts that the Center deems inappropriate.

Article 4 (Suspension of Service Provision, etc.)

1. The Center may, without prior notice to the Users, suspend or interrupt the provision of all or part of the Service if it determines that any of the following circumstances exist:
   1. When maintenance, inspection, or updates of the computer systems related to the Service are being performed.
   2. When the provision of the Service becomes difficult due to force majeure such as earthquakes, lightning strikes, fires, power outages, or natural disasters.
   3. When computers or communication lines, etc., are halted due to an accident.
   4. When the Center determines that the provision of the Service is difficult for any other reason.
2. The Center shall not be liable for any disadvantage or damages suffered by Users or third parties due to the suspension or interruption of the provision of the Service.

Article 5 (Usage Restrictions)

1. The Center may restrict the use of all or part of the Service by a User without prior notice if the User falls under any of the following:
   1. If the User violates any provision of these Terms.
   2. If the Center deems the use of the Service inappropriate for any other reason.
2. The Center shall not be liable for any damages incurred by the User as a result of actions taken by the Center under this Article.

Article 6 (Disclaimer of Warranties and Limitation of Liability)

1. The Center does not expressly or implicitly guarantee that the Service is free from factual or legal defects (including, but not limited to, deficiencies, errors, bugs, or infringements related to safety, reliability, accuracy, completeness, effectiveness, suitability for a specific purpose, security, etc.).
2. The Center shall not be liable for any damages incurred by the User arising from the Service, except in cases of willful misconduct or gross negligence by the Center. However, if the contract between the Center and the User regarding the Service (including these Terms) constitutes a consumer contract under the Consumer Contract Act (消費者契約法), this disclaimer shall not apply.
3. Notwithstanding the foregoing, the Center shall not be liable for any damages arising from special circumstances that were foreseeable or could have been foreseen by the Center or the User due to the Center's negligence (excluding gross negligence) in non-performance of its obligations or tort. Furthermore, the compensation for such damages shall be limited to the amount of fees received from the User in the month in which the damage occurred.
4. The Center shall not be liable for any transactions, communications, or disputes that may arise between the User and other Users or third parties in connection with the Service.

Article 7 (Changes to the Service Content, etc.)

The Center may change, add, or discontinue the content of the Service with prior notice to the Users, and the Users hereby consent to such modifications.

Article 8 (Amendment of the Terms)

1. The Center may amend these Terms without obtaining the individual consent of the Users in the following cases:
   1. When the amendment of these Terms is consistent with the general interests of the Users.
   2. When the amendment of these Terms does not conflict with the purpose of the Service usage contract and is reasonable in view of the necessity for the change, the appropriateness of the revised content, and other circumstances relating to the amendment.
2. In the event of an amendment as provided in the preceding clause, the Center shall notify the Users in advance of the fact of the amendment, the revised content, and the effective date.

Article 9 (Handling of Data)

1. The Center may collect and store necessary data from the Users for the purpose of achieving the objectives stated in Article 2.
2. The Center may statistically analyze the data mentioned in the preceding clause and publish the results in a form that does not identify individual Users.
3. If the collected data contains personal information or personal data, the Center shall handle the data in accordance with the JPNIC Personal Information Protection Policy.
